From a practical point of view, I think Option C is going to turn the M621 into a traffic jam failing to ease the substantial traffic flows leaving the M621 at junction 3. It will put in a short slip for vehicles coming on to the M621 at junction 2A, which will create another place for shunts and bumps. It will also delay buses including the PR1, 51 and 52.
In terms of active transport, the free flowing junctions on the A643 are concerning (they hinder people crossing the road) but amazingly, they miss the opportunity for a free flowing junction from M621 westbound to Elland Road. I believe that a bus only free flow (with the ability to adapt it on matchdays) could be really helpful with the frequent service past Elland Road stadium.
